• Secure funding for the appointment of a project manager for the scheme
• Set up a representative steering group to direct the project activities
• Appoint a staff member for delivering the design and management of the project.
• Carry out a series of public meetings to agree the eventual shape of the scheme
• Prepare funding bids and secure third party funds for the scheme.
• Carry out further public consultation exercises
• Prepare outline designs, secure planning permission, wayleaves, by ways, etc.,
• Prepare contract specifications, tenders, contract negotiations etc
• Commence plant installation and project management
